Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 4, G-29 or M-3; OR current NYS or DOH employee with one year of permanent or contingent-permanent service in a G-27 or M-2 or higher title, deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications:
Knowledge of NYS Medicaid or other public health related policies including coverage, reimbursement, eligibility and utilization of medical services; excellent written and verbal communications skills; experience with NYS contract procurement procedures; excellent organizational skills with the ability to prioritize multiple assignments and manage the work output of a busy unit; experience supervising professional and support staff; proficiency in the use of Microsoft Word and Excel.

Duties Description The incumbent of this position will serve as the Director of the Bureau of Transportation Management in the Office of Health Insurance Program’s Division of Program Development and Management. Specific duties include: providing the leading role in informing, interpreting and implementing Medicaid transportation policy decisions to ensure enrollees are transported in the most cost effective medically appropriate mode; developing innovative transportation problem solving and cost savings strategies; ensuring adequate transportation access throughout the state; ensuring appropriateness of provider reimbursement rates; procuring transportation management contracts, monitoring contractor performance and overseeing contractor voucher payments; working closely with the state’s Medicaid fraud prevention agencies; and directly and indirectly supervising a staff of approximately eight employees.
