Minimum Qualifications PREFERRED QUALIFICATIONS: Candidates must possess a Juris Doctorate degree from a nationally accredited law school AND five years of progressively responsible experience with complex legal issues in Education Law, including two years of leadership and/or management experience with a proven record of results AND be admitted to the Bar to practice law in New York State.

Duties Description The New York State Education Department is seeking applicants for the position of Counsel and Deputy Commissioner for Legal Affairs who provides the Board of Regents, Commissioner and Department leadership and staff with legal counsel and services to enable them to establish education policy and comply with the law. Counsel and Deputy Commissioner for Legal Affairs also serves on the Commissioner’s cabinet. This position provides legal advice and services on litigation, legislation, rulemaking, and other matters involving the Department’s areas of responsibility including prekindergarten through grade 12 education, higher education, cultural institutions, adult and continuing education, the licensed professions, services for individuals with disabilities and the Department’s office of management services. This leadership position will create and maintain relationships within the Department and will lead and manage the staff in the Office of Counsel to support the goals of the office and the Department’s mission.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Filling of this position is contingent upon Division of Budget approval. Candidates are required to possess and maintain admission to the New York State Bar. Failure to maintain an active registration to the New York State Bar will result in removal from employment.
