Minimum Qualifications Reachable on current Civil Service eligible list used for filling this title; one year of permanent, competitive class services as a Contract Management Specialist 1; or, one year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Contract Management Specialist 1 (SG-18): Examples of eligible titles include, but are not limited to:
Administrative Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, Policyholder Services Representative 1, Claims Services Representative 1.
Contract Management Specialist Trainee 1 (SG-13): Examples of eligible titles include, but are not limited to: Administrative Analyst Trainee 1, Budget Examiner Trainee 1, Program Aide.

Duties Description Under the direction of a Project Manager or higher-level Contract Staff, the Contract Management Specialist 1 will work on a Project Team responsible for handling Contract Requirements, Evaluation Criteria, Consultant Management, Business Liaison and Quality Assurance Reviews. The Contract Management Specialist will train, coordinate, and work closely with the agency’s Procurement Unit. Duties may include, but are not limited to:
• Ensure that all procurements conform to NYSIF guidelines and policies and state procurement guidelines/finance law;
• Evaluate proposals received in response to RFPs and IFBs;
• Assist in the drafting and review of contracts and contract amendments;
• Monitor contracts and RFPs to ensure compliance with Minority & Women Owned Business Enterprise (MWBE) goals.
• Contract performance and compliance duties including but not limited to: Executive Order (EO) reporting, develop assorted procurement and contracting reports, MWBE and SDVOB program initiatives, troubleshoot and resolve AP discrepancies and disputes.
• Work with the business units to document business and technical requirements for the development of IFBs or RFPs.
• Draft evaluation criteria scoring criteria for the proposals, coordinate evaluation teams, and perform reference checks as needed.
• Coordinate with Legal and ISO as questions arise during the contract period.
