Minimum Qualifications • Ph.D. in economics and at least two years of economic forecasting experience with in-depth knowledge of building econometrics models, via SAS and/or EVIEWS, as well an in-depth knowledge of NIPA accounts;

• Proven expertise in programming and database building/analysis is essential to successfully perform the various duties assigned;

• The position requires outstanding writing and oral skills to successfully contribute in the many Unit publications;

• Candidates must demonstrate an ability to address changing priorities and provide expert fiscal policy advice and counsel in an ever-changing, and often stressful, fiscal and political environment.

Duties Description The New York State Division of the Budget (DOB) provides analysis and advisement to the Governor of New York State on fiscal policy matters and is charged with the development, negotiation and implementation of one of the largest governmental budgets in the country.

DOB is currently seeking a highly qualified, self-motivated economist to support the Economics and Revenue Unit (ERU) under the direction of the Chief Budget Examiner and Assistant Chief Budget Examiner. The incumbent is responsible for key components of economic forecasting for both the revenue and spending sides of the Executive Budget; quarterly financial updates; tax, economic development, and health care policy analysis; construction of computer simulation models for forecasting and policy analysis in the development of the State’s Financial Plan; fiscal impact analysis of proposed and enacted legislation; and budget negotiation with legislative fiscal committee staffs. Examples of specific activities and tasks include:

• Conducting research identifying economic and revenue trends that may have an impact on the State’s long-term fiscal condition.

• Contributing in the construction and maintenance of detailed macroeconomic models for the U.S. and New York economies, including satellite models for additional economic variables used in the forecasting of revenues.

• Working cooperatively with the Deputy Chief of Revenue, under the direction of the Chief Budget Examiner, to determine the immediate and long-range effects of decisions made by policymakers related to State and local taxes on the economy, taxpayer behavior, and the State’s fiscal condition.
• Carrying out special assignments as directed by the Chief Budget Examiner.
