Duties Description Under the general direction of the Environmental Compliance Assistance Supervisor, the incumbent of this position will serve within the Environmental Services Unit (ESU) as the Small Business Environmental Ombudsman (SBEO). The selected candidate will be responsible for implementing the SBEO Program in accordance with the Federal Clean Air Act Amendments of 1990 (“Act”) and will assist in the administration of environment-related services.
Job duties include but are not limited to:
• Collects and disseminates information to New York businesses with one hundred (100) employees or less concerning the Act and applicable permit requirements; small business rights; compliance methods and control technologies; pollution or accidental release prevention and detection measures; and available audit programs.
• Works with state and federal regulatory partners (i.e. NYS DEC, US EPA) and interprets the applicable requirements under the Act to assist small businesses in complying with their regulatory requirements.
• Manages a free and confidential information hotline.
• Assists in investigating and resolving complaints and disputes from small businesses concerning state regulatory agencies.
• Prepares reports, publications, etc., and disseminates information describing program objectives, accomplishments, and issues.
• Works with associations and small businesses to improve voluntary compliance with the Act.
• Organizes and conducts outreach programs (i.e. training workshops, conferences, promotional programs) to inform business owners and managers about their responsibilities and rights under the Act.
• Evaluates new or amended air quality regulations and their potential impacts on businesses sectors and the economy.
• Assists with coordination with other agencies, webinars, and outreach events.
• Presents written and oral summaries of project activity to the Environmental Compliance Assistance Supervisor.
• Provides guidance to ESU staff on policy implications, special requests, and complex projects.
• Other assignments or special projects as directed by the Environmental Compliance Assistance Supervisor.
Additional Comments SALARY RANGE: $73,284 - $92,693
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
