Minimum Qualifications Promotion Provisional: Department of Health (DOH) employee with one year or more permanent or contingent-permanent, competitive status as an Early Intervention Specialist 3 (G25); OR DOH employee with two years or more permanent or contingent-permanent, competitive status as an Early Intervention Specialist 2 (G23)

Open Competitive Provisional anyone possessing a Bachelor's degree or higher AND six years of experience described below, three years of which must have been at a supervisory level. Substitution: A master's degree in one of the educational fields listed above may be substituted for one year of the general experience.

• Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination.
• Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410 of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age five. Experience may also have been in a professional position in a public or private setting, developing, administering, and evaluating approved Early Intervention programs. An example of a professional position includes, but is not limited to, a county Early Intervention official.
• Non-qualifying experience includes services provided to children age five or older.

Excellent oral and written communication skills; knowledge and familiarity with federal and State laws and regulations pertaining to providing services to young children with disabilities; strong organizational and collaborative skills; contract management experience; ability to manage multiple activities and meet deadlines.

Duties Description Early Intervention Specialists (EIS) administer and oversee the statewide Early Intervention Program (EIP) for infants and toddlers with special needs and their families, established under the Individuals with Disabilities Education Act (IDEA) and New York State Public Health Law. The EIS 4 will be responsible for Provider Approval, Due Process and Monitoring functions within the Bureau of Early Intervention. This includes all functions related to developing the early intervention provider Agreement, evaluating and approving early intervention providers, developing policies and procedures for the provider re-approval process, ensuring that provider information is captured in the statewide early intervention system; communicating with early intervention providers, ensuring families receiving early intervention services are afforded their due process rights when any disputes occur, and programmatic monitoring of providers, which involves contract management. In addition, the EIS 4 will be responsible for interpretation and communication of policies, procedures, and regulations pertaining to the provider approval, due process, and monitoring as they apply to the EIP to local government officials, providers, and other stakeholders as appropriate, as well as data collection, tracking and analysis related to provider approval, due process, and monitoring.

Additional Comments Provisional or Permanent, full-time appointment. Statewide travel, including overnights and travel to areas not served by public transportation is required. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must meet promotion provisional qualifications as described above. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. If a provisional appointment is made, the appointee will be required to take the next holding of the Civil Service EIS4 examination and be immediately eligible for appointment from the resultant eligible list in order to maintain continued employment in this position
