Preference will be given to applicants with demonstrated experience in the use of large databases to support public health surveillance systems. Applicants should have knowledge and demonstrate evidence of previous experience in processing and merging program participation data to populate public health surveillance systems. They should be familiar with standard procedures for cleaning, querying and summarizing data from large datasets. Preference will also be given to the following: Use of data marts to extract and query data, work experience demonstrating an understanding of the sources and methods of obtaining health data to populate surveillance systems; evidence of excellent analytic and scientific writing skills and a track record of presenting surveillance and statistical results to technical and non-technical audiences; and intermediate or better proficiency in SAS programming, Excel, PowerPoint and Microsoft Word.

Duties Description The Research Scientist 1 or 2 (RS1 or RS2) will conduct data analyses that support the WIC program's transition from the WICSIS to the NYWIC management information system. The RS1 or RS2 will contribute to the implementation of analysis plans for assessing the reliability and validity of data extracted from the NYWIC system. The incumbent will contribute to the design, testing and validation of longitudinal SAS datasets that can be used to generate monthly and annual summary statistics for WIC indicators at the State, county and WIC local agency (LA) levels. He/she will summarize statistics for priority indicators and prepare statistical reports that will be disseminated within the WIC program as well as through the DOH public website, Open Data NY Dashboards, and the Maternal Child Health Block Grant progress reports. The incumbent will work as part of a team and conduct evaluation studies and statistical analyses that address emerging data needs in the NYS WIC program and contribute to efforts to disseminate results using scientific manuscripts, written reports and oral presentations to reach both professional and lay audiences. The incumbent will also perform other duties as needed, including the review of external research study protocols, coordinating external data requests and supporting program outreach efforts through the conduct of statewide and local-level comparisons of WIC certification data with enrollment data from other means-tested (adjunctive eligibility) programs such as Medicaid, TANF and SNAP.

Additional Comments Permanent, full-time, non-competitive appointment. Occasional travel to locations that may not be served by public transportation may be required. Appointment level will be determined based on the qualifications and skills of the selected candidate.
