Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-CN&HHS, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-CN&HHS under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).

Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six years of public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care and three years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.
Knowledge of Nursing Home Surveillance process and State and Federal Laws and Regulations; strong leadership skills in management of professional staff and committee and team participation; supervisory experience; ability to motivate staff and correct performance issues; quality assurance and performance improvement experience; staff training/staff development experience; excellent investigative skills, critical thinking and problem solving, communication, computer, written and organizational skills; ability to function independently, prioritize and address multiple tasks and responsibilities; scheduling expertise; Surveyor Minimum Qualification Test (SMQT) certified.

Duties Description The Consultant Nurse (Hospital Nursing Services Administration) (CNHNSA) will: function independently, in collaboration with fellow Survey Manager(s), and under the direction of the Area Office Director, to provide oversight of complaint survey activities and staff, in coordination with recertification survey staff and activities, to manage Federal and State mandated workload for Nursing Home and Adult Day Health Care Program; demonstrate leadership in coordinating performance improvement activities and participation in quality assurance meetings to achieve Statewide standards and consistency; identify training needs and coordinate in-service education for clinical and support staff to continually improve knowledge and performance; supervise, guide and act as a resource to survey teams in the performance of surveillance activities to determine compliance with Federal, New York State and Local Health and Life Safety Code regulatory requirements; clarify survey protocols for program staff and providers.

The CNHNSA will also: review investigative reports, statements of deficient practice, facility plans of correction and post-survey information against Federal guidelines and Statewide standards for consistency and quality assurance; work with recertification team to review and chose complaints to take on survey; review recertification survey results and determine complaint cases that can be closed based on those results; recommend and/or implement enforcement actions that result from investigations of complaint allegations and (re)certification surveys; conduct in-the-field training of staff regarding complaint investigations and special projects as needed; interact with various interested entities to address and satisfy open issues; analyze Informal Dispute Resolution documents submitted by facilities against information in survey reports and make recommendations for resolving disputes; assist in review of facility emergency plans for adequacy and compliance and respond when appropriate; implement plans to respond to high priority events that may include labor strikes, facility closures, natural disasters, pandemics, terrorist attacks, etc.; Supervisory duties include: to monitor and evaluate staff performance; develop and monitor survey schedules; determine and prioritize staff work assignments; track and/or approve staff leave, travel, time and attendance.

Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title. Candidates must pass SMQT within first year of employment, as required by the Centers for Medicare and Medicaid Services to conduct surveys.
