Minimum Qualifications The Section Chief of the Oil Spill Unit supervises attorneys and support staff that handle all phases of litigation including discovery, depositions, motion practice, jury trials, and judgment enforcement. The Section Chief will be responsible for management of the Unit and casework. Candidates for this position must have a minimum of ten (10) years of experience as well as superior skills in legal analysis and writing and experience handling litigation, through trial, in New York State courts. Prior experience in supervision or management is desirable.

Applicants must reside in (or intend to soon become a resident of) New York State and be admitted to practice law in New York State. In addition, the Public Officers Law requires that attorneys in the Office be citizens of the United States. A two (2) year commitment upon being hired is a condition of employment.

Duties Description The Division of State Counsel in the New York State Office of the Attorney General is seeking an experienced litigator to serve as Section Chief in the Oil Spill Unit (OSU) of the Civil Recoveries Bureau in Albany. The OSU conducts civil litigation pursuant to Article 12 of the New York Navigation Law to recover State monies expended to clean up petroleum spills throughout New York State. Navigation Law cost-recovery claims require review and analysis of complex remediation projects, directed by the New York State Department of Environmental Conservation (DEC). OSU cases also involve ancillary areas of law such as real property, bankruptcy, and Surrogate’s Court matters. The Unit currently consists of the Section Chief, six attorneys, and seven support staff members.
