Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive service as a Health Systems Specialist 3, G-23 OR current New York State employee with one year or more of permanent or contingent-permanent competitive service in a qualified title at or above G-21 and eligible to transfer under Section 70.1 of Civil Service Law.
Excellent interpersonal, communication and writing skills. Ability to work independently and as part of a disciplinary team. Experience with the review and assessment/evaluation of documentation related to Office of People with Developmental Disabilities (OPWDD) investigations, statements of deficiencies and plans of correction. Ability to make determinations relative to facility compliance. Survey experience. Qualified Intellectual Disability Professional (QIDP). Life Safety Code survey experience. OPWDD service system/survey experience.
Duties Description Under the Direction of the Area Office Director for Intermediate Care Facilities for Individuals with Intellectual Disabilities (IFC/IID), the Health Systems Specialist 3, as part of an onsite survey team, will be responsible for interpreting Federal and State regulations, evaluating provider’s compliance in the federal Medicaid program, producing clear and concise survey reports using federally prescribed Principles of Documentation (POD) and computer systems, and evaluating provider/facility generated Plans of Correction (POC) to determine compliance. Based on training and background, the incumbent may be asked to be a specialty expert on the interdisciplinary survey team or to serve as the facilitator (leader) of the survey team. While providing oversight to other regulatory agencies, the incumbent will be asked to: evaluate written survey reports and plans of correction from other State agencies to determine adherence to federally prescribed survey protocols; act as the technical advisor to other State agencies: Office of People with Developmental Disabilities (OPWDD) and the Office of Fire Prevention and Control (OFPC) related to federally prescribed survey protocols and computer operating systems. Appropriately and professionally represent NYS and the Department to provider/facilities and other State agencies.
Additional Comments Permanent, full-time. Extensive field work and travel is required for this position. This position involves travel which may include locations not served by public transportation. The incumbent must be on site during early mornings and evenings to observe activities at the programs. Some weekend visits are required.
