Minimum Qualifications A current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 2, M3 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G27/M2 and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law OR current DOH or other NYS employee with one year of contingent or contingent-permanent service in a G27/M2 or higher title and eligible to transfer under section 70.4 of the Civil Service Law with the following: A Bachelor’s degree and six years professional public health experience in a governmental public health agency or public health program that receives funding from a public health governmental agency. (A public health program is defined as a program that focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.) Qualifying professional experience must include either designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program. Three years of the six years required must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures.

Preferred Qualifications:Preferred candidates will have: a Master’s degree in Public Health, Public Administration or a related field; four or more years of professional work experience related to the management of a large bureau or other large governmental organization with a multi-million dollar budget and statewide programs; three years of professional work experience in public health, epidemiology or a related field; a strong understanding of state government management processes, including fiscal, contract management, legislative, and personnel processes; and excellent organizational and communications skills.

Duties Description The Community Health Program Manager 2 will serve as the Bureau of Immunization’s Assistant Director and provide overall coordination, management and monitoring of program operations, including improvement of service delivery systems, vaccine distribution and implementation of special initiatives to improve immunization rates in NYS. The incumbent will: Oversee the Bureau’s administrative, fiscal and operations aspects; oversee program activities and policy development related to vaccine distribution, information technology development and other child and adult immunization initiatives; direct the Bureau on vaccine financing policy issues, including private and public insurance coverage; participate in the establishment and implementation of immunization related legislation; and represent the Bureau at state and national conferences and in interactions with the federal government, state agencies, health care organizations and other stakeholders.

Additional Comments Contingent-Permanent, full-time, competitive appointment. Travel throughout NYS and to national conferences, trainings or other events to locations that may not be served by public transportation is required. Candidates for 70.4 transfer consideration will be required to take and pass a qualifying examination administered by the Department of Civil Service in order to qualify for permanent appointment.
