Minimum Qualifications Bachelor’s degree and eight (8) years of professional, clinical experience in an addiction, health, or mental health setting including three (3) years at a managerial level.

A Master’s Degree in a health, health administration or human service discipline may be substituted for one year of the professional experience. A Ph.D. may substitute for 2 years of qualifying experience.

Candidates must be a Qualified Health Professional (QHP) as defined in NYCRR, Chapter XXI, Part 800.2(15). Candidates with strong administrative experience preferred.

NOTE: Requires eligibility for full and unconditional participation in the Medicaid and Medicare programs, which must be maintained for continued employment. Failure to do so will result in the termination of your employment.

Duties Description This position provides administrative and clinical oversight to the ATC directors and general administration and oversight for all BATC programming.

Responsibilities of this position include, but are not limited to, the following:

• Provides direct supervision and leadership to ATC Directors.
• Supervises the upstate and downstate assistant directors.
• Oversees the administration of the ATC fiscal responsibilities.
• Develops and monitors the authorized fill levels and authorizes each ATC staffing plan.
• Reviews, approves, and monitors ATC individual budgets, capital plans, and spending plans in conjunction with fiscal policy.
• Provides consultation on all capital construction projects involving the Bureau of Addiction Treatment Centers, Fiscal, the Office of Mental Health (OMH), the Office of General Services (OGS), OASAS Central Office, and the Dormitory Authority of the State of New York (DASNY).
• Develops and monitors OASAS Certification and Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation.
• Prepares annual goals and objectives.
• Participates in labor management meetings and facilitates appropriate employee relations in accordance with agency and BATC policy and procedures, as well as contractual agreement(s).
• Participates in a variety of committees and meetings with regards to BATC policy, rules and regulations.
• Keeps the agency Commissioner apprised of all BATC activities and incidents.
• Responds to urgent and emergency situations on a 24/7 basis.
• Develops and augments community services which complement and supplement those offered by an ATC, such as outpatient clinics; detoxification, counseling, informational and referral services and community residences
• Monitors quality of care issues such as incident reports and investigations; monitors and evaluates waiting lists, refused admissions and program dropout rates and modifies procedures and policies to assure efficiency and appropriateness.
• Lead contact for all IT issues including the EMR and Netsmart, wireless, VOIP and other IT infrastructure issues.
• Acts as the Corporate Compliance Officer; conducts monthly meetings and staff training.
• Responsible for OASAS Program certification review.
• Meets with the Chief Medical Officer’s team, organizes medical services business agenda, CME application for training.
• Works closely with the Director of Nursing to insure administrative supervision of nurse administrators and pharmacy.
• Performs other job-related duties as assigned.

OASAS Addiction Treatment Centers (ATCs) are Tobacco/Vapor Free Facilities.

Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
