Minimum Qualifications Open-Competitive: Ten (10) years professional experience in finance. Five (5) years of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. These five years must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff.

A bachelor's degree in accounting, statistics, economics, finance, operations research, public health, health policy and management, health administration, public administration, or business administration may be substituted for four (4) years of the general professional experience. A master’s degree in the same fields may be substituted for an additional year of the general professional experience.

Experience in overseeing Medicaid reimbursement policy, pharmacy rebate administration, revenue collections and budgeting is preferred. Additionally, knowledge of the NYS Medicaid program and budget process is desirable.

Duties Description The NYS Department of Health Office of Health Insurance Programs (OHIP) is responsible for administering all aspects of the Medicaid program, including but not limited to development and implementation of the Medicaid budget, one of the largest components of State spending; financing and fiscal monitoring of the Medicaid program; eligibility and coverage policy for the Medicaid program, which provides comprehensive insurance coverage for more than 6.5 million New Yorkers; implementation of changes in federal and state law, rule or policy, much of which occurs through the annual budget process; design, development and implementation of large information technology systems that hold sensitive health information; and day-to-day operation of the Medicaid program, which serves as a safety net for vulnerable populations.

The incumbent of this position will serve as a Bureau Director within the Division of Finance and Rate Setting and provide leadership in the development, implementation, management, oversight, and monitoring of the Medicaid Global Spending Cap, the Health Care Reform Act Revenue and Audit programs, the Hospital Disproportionate Share Program, Federal Upper Payment Limit Demonstrations and Pharmacy Rebate/Drug Cap administration. The candidate will assume leadership and staff oversight responsibilities to ensure accurate fiscal monitoring and utilization of appropriate reimbursement/financial methodologies for the above programs. The incumbent will be a key stakeholder in advancing the Medicaid Program and interacting with the Chief Financial Officer and staff within the Office of Health Insurance Programs. Additionally, the incumbent will be responsible to participate in Divisional stakeholder engagement activities related to the Medicaid program, support Medicaid Redesign transformation initiatives and promote fiscal policies.
