Minimum Qualifications Required skills, knowledge and abilities for the DIPM position are as follows:
• Bachelor’s degree is required, a Master’s degree in Business Administration or similar is preferred;
• PMP certification or equivalent combination of training and experience;
• At least five years of experience leading small, medium, and large-scale business innovation projects; including at least three years working on Public Sector IT projects;
• Demonstrated ability to communicate clearly and effectively with a wide variety of internal and external audiences, both in formal and informal circumstances, and where necessary to gain their agreement and acceptance;
• A diverse portfolio of project experience that demonstrates an interest in continuous learning, commitment to process, and overall excellence in service.
• Availability for some after-hours work and periodic travel within New York State.

Duties Description The New York State Office of the Attorney General’s (OAG) Information Technology Bureau (ITB) is seeking an experienced project portfolio manager, technology communicator, and innovation enthusiast to oversee a collection of existing business focused services and to develop new initiatives in the spirit of continuous improvement. The ITB is responsible for all enterprise wide IT activities including on premise and cloud infrastructure and architecture, telecommunications, application development, practice technologies (eDiscovery), reengineering business processes, networks, outsourcing, and computer and auxiliary operations and support. The ITB provides for the sustained, efficient, and effective delivery of IT services ensuring that all OAG staff have access to the appropriate technologies, hardware, software, and a secure infrastructure necessary to complete their jobs, efficiently and productively. The Bureau continuously evaluates emerging technologies for applicability to business needs.

As head of the OAG, the Attorney General is both the “People’s Lawyer” and the State’s chief legal officer. Over 1,800 employees, including attorneys, investigators, auditors, accountants, scientists, and legal support staff depend on an array of services and technologies in support of our shared mission. Reporting to the Chief Information Officer and based out of the ITB’s Capital Region office, the Director of Innovation and Portfolio Management (DIPM) will intersect with all OAG functions through a coordinated effort that includes the following:

• Inventorying and assessing existing services and innovation efforts;
• Identifying challenges to business operations and potential solutions of varying ambition;
• Support OAG and IT leadership with long-range planning and the development of multi-year technology roadmaps;
• Leading the Project Management Office resources to execute across multiple projects a lifecycle that values the voice of the customer, change management, iterative outcomes, systems thinking, accountability and overall excellence;
• Resolving issues and mitigating risks to ensure that programs and projects are completed on time, within budget and to specifications;
• Developing and strengthening partnerships with State agencies, local institutions, vendors, and others to expand the OAG’s pool of knowledge and available resources; and
• Aiding the Chief Operating Officer, the Chief Information Officer, and supporting staff in developing an environment that values innovation, good governance, and creative thinking.

Additional Comments The salary for this position is $99,415-$138,763. The final salary will be determined after a complete evaluation of the selected candidate’s credentials.
