Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:
70.1 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent, or 55 b/c service as a Grade 16 or higher determined to be similar by Civil Service.

70.4 TRANSFER QUALIFICATIONS: One year of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 11 or higher, a passing score on the Labor Services Representative (Chinese Language) exam and a bachelor’s degree*. Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.
Hourly LSR’s are not eligible for transfer or reassignment.
55b/c language: This position may be designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/55c letter when applying.
Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.
*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.
NOTE: To be considered for appointment you will be required to pass a Civil Service language exam to demonstrate proficiency in speaking, writing, and reading Chinese at a level that will ensure your ability to perform the duties of the position.
Duties Description STANDARD DUTIES:
As a Labor Services Representative/Trainee (Chinese Language), you would be trained, under supervision, to assist customers and provide services to the public in accordance with quality and quantity standards mandated by various laws, rules and Federal regulations. You would learn how to interview and elicit information from customers, examine claims issues and make determinations to resolve complex or unusual problems related to eligibility for Unemployment Insurance benefits. You would be expected to perform all these and other related duties in English and Chinese.
Additional Comments Please Note: Positions in the Unemployment Insurance Division may be in-person, remote, or partially remote and partially in-person. Remote employees will be required to report in-person if directed. Positions may be subject to mandatory and/or voluntary overtime, which may include evening and weekend hours. Shift start times may vary based on operational need.
Fingerprinting/Background Check: Some positions may require a fingerprint/background check. If the position you applied for requires fingerprinting, you will be advised at the time of your interview. There is no cost to candidates, fingerprinting fees are paid for by the Department of Labor. Candidates being considered for appointment will be provided a pre-paid code and instructions after the interview.
