Minimum Qualifications Interested candidates must be reachable on the Associate Accountant, SG-23, Civil Service eligible list OR eligible to transfer under Section 70.1 of the Civil Service Law.
70.1 Transfer:
Individual must have one year of permanent competitive service in a qualifying title allocated to a grade 21 or higher.
Duties Description · Supervise 2-3 Senior Accountants in the Private Placement section, including review of transactions, reconciliations and reporting:
Continuously monitor and train staff, as needed. Assist staff with the most difficult accounting tasks relating to the Private Placement investments. Ensure reconciliations are performed accurately and timely and that necessary communication/follow-up with business partners is documented.
· Assist with annual financial audit:
Provide reconciliations, documents and transaction details for auditors. Respond to audit requests in a timely fashion. Provide market values for reporting in the annual financial statements and the Comprehensive Annual Financial Report
· Review and prepare cost adjustments for limited partnership audited financial statements:
Prepare and/or review and document analysis of audited financial statements, compared to subsidiary transaction records to determine and justify cost adjustments to be posted. Prepare and/or review detailed analysis and reports of market valuations, cost valuations, and management fees.
· Prepare various monthly, quarterly and annual reports:
Prepare monthly report for cash receipts reconciliation with the General Ledger unit; prepare a quarterly reconciliation of management fees with both CRF consultants and our General Ledger unit; prepare various annual reconciliations with consultants, our custodian bank and the General Ledger unit related to investment market values.
· Regularly update procedures:
Work with staff and principal accountant to revise and update section procedures on a regular basis.
· Complete special projects as requested by management:
Complete special projects as needed by management related to the private placement investments.

· Ability to meet rigorous deadlines, including financial reporting deadlines and audit related deadlines.
· Ability to process complex accounting transactions and prepare detailed reconciliations.
· Ability to train and supervise staff and provide support during busy business cycles.
· Ability to work with multiple business partners, including staff from other Divisions, external investment funds and the custodian bank in a professional, timely manner.
· Ability to multi-task and prioritize workload.
· Must be professional, timely, supportive, and resourceful. Must have excellent accounting skills and background in investment accounting.
· Ability to prepare and update complex excel workbooks.
