Minimum Qualifications Provisional Promotion: Department of Health employee with one year permanent or contingent-permanent service as an Either A. as a Health Program Investigative Specialist 2; Or B. as a Health Program Investigation Specialist 1, Investigative Specialist 3 (Medical Conduct), Principal Medical Conduct Investigator, Investigative Specialist 2 (Medical Conduct), Supervising Medical Conduct Investigator, Investigative Specialist 2 (Narcotics), or Narcotic Investigator 2.
Preferred Qualifications: Experience with the administration of compliance and fraud detection activities for a large, multi-faceted health program with a strong understanding of state and federal government management and integrity processes. Excellent organizational and communication skills and ability to collaborate and coordinate activities across multiple organizational units.
Duties Description The Health Program Investigation Specialist 3 will serve as the statewide director for the Bureau of Investigations (BSI). The BSI Director must ensure mandated activities are implemented according to federal and state regulations pertaining to the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). BSI conducts business integrity and compliance activities for the 2,800 WIC vendors across New York State.
The BSI Director is responsible for all operations and investigative activities throughout the State to prevent, detect, investigate, and prosecute fraud, waste, and abuse, ensuring WIC program integrity consistent with federal and state policies and regulations. Such activities include field investigations, vendor audits, and use of MIS/EBT data to oversee and manage WIC program integrity and cost containment. The BSI Director will coordinate all activities involving law enforcement agencies and the court system and function as the primary liaison with the United States Department of Agriculture (USDA) on all related enforcement matters. The Director is also the primary contact with DOH control entities such as the Divisions of Legal Affairs and Administration. This position will provide integrity oversight of hundreds of new WIC vendor applications, vendor reauthorizations, compliance buys and audits annually, and the receipt and processing of all fines and penalties arising from these activities. The Director of BSI will report directly to the Director of the Division of Nutrition.
Additional Comments Permanent, full time. These positions require field work. Extensive overnight travel may be required. Candidates considered for some positions within the Department of Health will be required to possess a valid driver's license at the time of appointment and continuously thereafter. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Health Program Investigative Specialist 2, G-25, or B-list title listed above. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
