Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2, G-25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G-23 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:Excellent written and verbal communication skills, excellent organizational skills, the ability to multi-task, and proficiency in the use of Microsoft Office tools. Additionally, experience with some of process development and/or management, project management, contract management, budgeting including financial distribution methodologies and/or expenditure planning, supervision, data use and/or data management, and/or communicating across an audience with diverse backgrounds and skill sets, will benefit applicants.

Duties Description The Office of Quality and Patient Safety, Division of Information and Statistics (DIS) is seeking a Health Program Administrator 2 (HPA2) to assist directors and managers with the administrative and governance activities required of the All Payer Database (APD), Statewide Planning and Research Cooperative System (SPARCS), and other health information systems. The HPA2 will work with staff of varying backgrounds, including technical and research staff, to coordinate the funding, procurement, and especially the management of technology contracts that enable data users to perform health care analysis and research. This will include gathering and/or reviewing documentation, assisting with writing and reviewing proposals, and acting as the division’s initial point of contact for procurement, contracting, and funding matters. The HPA2 will also assist director level staff with formalizing and managing rules and procedures that govern both the DIS and contractors’ roles and responsibilities related to DIS data (where, when, and why the data submission, processing, storage occur) and govern the appropriate uses of stored data. This also includes the review of applications from data requestors, documenting feedback, making determinations and providing responses, and other relevant communications to data submitters and other stakeholders (targeted correspondence, public notices, updates to websites, etc.). The HPA2 will supervise a small team of staff directly and may also be required to assist with the other administrative needs of the DIS.
