Section 70.4 Transfer to Contract Management Specialist Trainee 1: Candidates may be eligible for nomination for Section 70.4 transfer to Contract Management Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list, Professional Career Opportunities (PCO) Select Titles eligible list, or the Public Administration Traineeship Transition (PATT) eligible list.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking applicants to fill a Contract Management Specialist 1, G-18 position in Central Office. The Contract Management Specialist 1will report to the Manager of Vocational and Educational Services Coordination 2 in the Service Delivery Unit. Duties of this position include, but are not limited to, the following:

Assist management to develop the program narrative, evaluation, award method, appendices, and other components of Vocational Rehabilitation Requests for Proposals, grants, and contracts;
Communicate and work as a team with Vocational Rehabilitation Central Office and District Office staff and other State Education Department units to fully execute service delivery contracts and amendments in a timely manner;
Work with Vocational Rehabilitation District Office staff and vendors to develop justifications for contract amendments and budget adjustments;
Create timelines and work plans for Vocational Rehabilitation service delivery projects and track progress;
Participate as a member of Request for Proposal and grant review teams as needed;
Provide technical assistance to vendors via telephone, email, online and in-person meetings;
Help develop manuals, guidance documents, reports, and other written materials to support vendors delivering services;
Represent ACCES-VR at in-person, telephone, video conference, and online meetings with Vocational Rehabilitation vendors, members of the public, and other State agencies;
Work with the State Education Department’s Data Unit and Information Technology Services Unit to ensure that vendor performance is being measured, tracked, and communicated with Vocational Rehabilitation management; and
Resolve vendor billing, service documentation, and contract documentation issues as needed.

Additional Comments Conditions of Employment:
This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Contract Management Specialist 1, SG-18. The hiring rate for candidates appointed to Contract Management Specialist Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
