Minimum Qualifications MINIMUM QUALIFICATIONS:

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Unemployment Insurance Program Manager 1, M-1. In accordance with Section 52.7 of the Civil Service Law, if 3 or fewer qualified Department of Labor Unemployment Insurance Program Manager 1, M-1s, respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.

Note: Non-competitive refers to not competing in an examination; this appointment will be competitive.

52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55b/c service in a Grade 25/M-1 or higher title determined to be administrative under Section 52.6 of the Civil Service Law.

*Consecutive transfers cannot result in advancement of more than two salary grades or one M-grade.

Duties Description STANDARD DUTIES:

The UI Program Manager 2, under the direction of the Director of UI Benefit Services, will review TCC operations and customer service processes for needed improvements and best practices; ensure coordination and implementation of outreach and self-service processes;
analyze technical and business processes to develop reports to management; review new
technology and present to Director for consideration; coordinate with vendors and installers for
implementation of new technology; monitor systems activity, workflow and other data resources;
identify problem areas; evaluate customer satisfaction with the Interactive Voice Response (IVR) system and Web applications; work with language experts to ensure quality services are provided to non-English speaking customers; and work with the Department’s legislative liaisons and communications office, coordinating responses to UI benefits inquiries.

Additional Comments Contingent Permanent, if a transfer or non-competitive promotion examination is approved; otherwise, the appointment will be provisional pending examination.

Please Note: Positions in the Unemployment Insurance Division may be in-person, remote, or partially remote and partially in-person. Remote employees will be required to report in-person if directed. Positions may be subject to mandatory and/or voluntary overtime, which may include evening and weekend hours. Shift start times may vary based on operational need.
