Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a Certificate of Qualification as a School Administrator (CSA) or a Certificate of Qualification as a School District Administrator (SDA) AND have at least five years of experience as an educator.
PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
• Experience as an educational administrator;
• Strong leadership and management skills;
• The ability to work as part of a collaborative team, using supervisory and team building techniques to improve the quality and cost effectiveness of educational services;
• Knowledge of laws and regulations that govern the education of the students with disabilities;
• Experience in leading the development and implementation of curriculum and assessment; and
• Experience in the education of students who are blind or visually impaired and have multiple disabilities.
Duties Description The New York State Education Department’s Office of Education Policy is seeking applicants to fill the Superintendent & Coordinator of a State-Operated School (Superintendent) position at the New York State School for the Blind (NYSSB). The NYSSB is a State-operated school that serves both day and residential students with disabilities, ranging from ages five to 21 years old. The incumbent of this position will need to be an experienced and dynamic educator with a demonstrated record of success in working with children with disabilities. Duties of this position include, but are not limited to, the following:
• Oversee, direct, and manage the five-day residential program, instructional programs, and operations of the NYSSB;
• Achieve and maintain compliance with appropriate State and federal laws and regulations, and the State Education Department policies, both fiscal and programmatic;
• Assume a leadership role in developing and implementing standards-based curriculum and assessment;
• Lead positive program changes in order to improve student achievement and successful secondary transition outcomes; and
• Maintain a safe and healthy environment for all students and staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment, and the incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Verification of the Certificate of Qualification as a School Administrator (CSA) or the Certificate of Qualification as a School District Administrator (SDA) will be required for all candidates at the time of interview. Candidates are required to possess the CSA or SDA at the time of hire. Continued employment as the Superintendent is dependent upon maintaining the CSA or SDA. Failure to maintain the CSA or SDA will result in removal from employment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $138,763 through annual performance advances.
