Duties Description The Medical Specialist 3 will serve as the “Director of Medical Services” for the Office of Mental Health’s (OMH) Secure Treatment and Rehabilitation Center (STARC). Under the general direction of the Executive Director, the Medical Specialist 3 will supervise, coordinate and direct the activities of physicians (e.g., Psychiatrists, Medical Specialists, Clinical Physicians) and other medical professionals (e.g., Nurse Practitioners, Physician Assistants); provide consultation and guidance related to patient care and treatment; develop, implement, and revise medical policies and procedures; collaborate with other disciplines to ensure the implementation, administration, and ongoing assessment of a full range of medical and medical ancillary services including Psychiatry, Nursing, Pharmacy, Dentistry, and Laboratory services; serve on various facility committees; and perform other administrative functions. As the STARC is located at two locations (e.g., Marcy and Ogdensburg), travel will be required. The Medical Specialist 3 will be expected to spend time at both locations each month.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Additional Comments:
The Office of Mental Health’s (OMH) Secure Treatment and Rehabilitation Center (STARC) is a new appointing authority/facility, authorized by the Fiscal Year 2020-21 Budget. Located on the grounds of two (2) existing OMH facilities: Central New York Psychiatric Center (CNYPC) in Marcy and St. Lawrence Psychiatric Center (SLPC) in Ogdensburg, STARC provides residential, behavioral modification, vocational rehabilitation, and clinical treatment services to sex offenders requiring civil confinement under Article 10 of the Mental Hygiene Law. STARC has a current residential census of 395 – 303 beds at Marcy and 92 beds at Ogdensburg, with additional expansion capacity at Marcy.

The position will be located at either Marcy or Ogdensburg. Travel will be required.
