Minimum Qualifications MINIMUM QUALIFICATIONS:
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Auditor 3 (UI), Gr-27/M-2. In accordance with Section 52.7 of the Civil Service Law if 3 or fewer qualified Department of Labor Auditor 3 (UI), respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; this appointment will be competitive.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55b/c service in a Grade 27/M-2 or higher title determined to be administrative under Section 52.6 of the Civil Service Law.
*Consecutive transfers cannot result in advancement of more than two salary grades or one M-grade.
Civil Service requires additional special minimum qualifications for certain titles. This title requires either a bachelor’s degree (or higher) in Accounting, Auditing or Taxation, OR a bachelor’s degree (or higher) including or supplemented by 24 credits in accounting, auditing or taxation courses.

Duties Description STANDARD DUTIES:
Under the general direction of the Director, Unemployment Insurance
Liability and Field Audit, assumes overall responsibility for the operation of the Unemployment
Insurance Employer Services Program in the upstate region which includes seven district offices. This involves developing policy and operating procedures, developing a regional planning process and plan of operation.
Additional Comments Permanent, if a transfer or non-competitive promotion examination is approved; otherwise, the appointment will be provisional pending examination.
Please Note: Positions in the Unemployment Insurance Division may be in-person, remote, or partially remote and partially in-person. Remote employees will be required to report in-person if directed. Positions may be subject to mandatory and/or voluntary overtime, which may include evening and weekend hours. Shift start times may vary based on operational need.
