Minimum Qualifications • 10 years of experience in public or private organization accounting or financial management, including at least 3 years of experience in senior management role
• Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely, and unambiguously in speech and in writing
• Proficiency with accounting software, word processing and spreadsheets
• Solid understanding of generally accepted accounting principles and financial reporting technical skills
• Relentless work ethic and resolute integrity
• Bachelor’s degree in accounting, finance, or a related field
• Familiarity with bond structuring, project and structured finance principles, and experience working with investment bankers and financial advisors is highly desirable
• MBA or CPA preferred.

Duties Description The Chief Financial Officer (CFO) reports to the President and Chief Executive Officer (CEO), and, as a member of the executive staff, works with the other members of the leadership team and is responsible for leading and directing staff of the Division of Finance and Accountability, which includes the business units of Public Finance, Contracts and Budget, and Accounting and Billing. The CFO manages and controls all aspects of the financial and accounting requirements of Corporate programs.

Essential Duties

• Provide leadership, direction, and management of all financial activities, maintaining a culture, policies and procedures, which promote sound fiscal management and fiscal stewardship, transparency, and accountability.
• Provide strategic recommendations for fiscal and operational improvements. Establish finance operational strategies by evaluating trends, designing systems, allocating resources, resolving problems, and implementing change.
• Oversee preparation of annual audited financial statements, and preparation of quarterly Board financial statements and internal management reports ensuring that such reports provide timely, accurate and actionable financial and operational information, and ensuring compliance with relevant accounting standards.
• Manage the process for the preparation and approval of the annual operating and capital budget and financial plan.
• Manage Authority cash flow and permitted investments to address liquidity needs, preserve capital, and maximize returns.
• Oversee Finance team to ensure effectiveness in revenue processing, payment processing, payroll processing, and financial reporting functions.
• Oversee Contracts Management team for effective processing of contracting actions in compliance with Board-approved Contracting Guidelines and State and Federal policies.
• Monitor the portfolio, complete continuing disclosure, and rating agency reporting, and structure additional bond issues or other structures to maintain the program revolving loan fund liquidity. Manage a loan loss reserve fund and promote other financing structures to increase the scale of capital deployment to support policy goals.
• Manage relationships with underwriters, financial advisors, banks, government agencies, financing recipients, and other partner organizations.
• Act as a steward for financial data, including loan documentation, amortization schedules, recipient information and the accounting general ledger.
• Serve as the Board-appointed Internal Control Officer to assist in the design, implementation and assessment of internal controls and meeting requirements under the New York State Governmental Accountability Audit and Internal Control Act.
• Review and execution of certain Authority contracts.
• Perform other responsibilities as assigned.
