Minimum Qualifications Preferred Qualifications

Bachelor’s degree or higher in Architectural Studies, Civil Engineering, Civil Engineering Technology, or related field; with minimum three years’ experience of Civil Engineering design/design assistance or analysis and assessment of Civil Engineering material. Experience with integrated comprehensive resource impact review through New York State Environmental Quality Review Act; New York State Public Service Law Article X, Article 10, or Article VII; or National Environmental Policy Act, or similar environmental impact review procedures.

Candidates should have a general understanding of engineering standards such as the New York State Uniform Fire Prevention and Building Code; American Concrete Institute 318 (ACI 318); American Society of Civil Engineers (ASCE) 7, Minimum Design Loads and Associated Criteria for Buildings and Other Structure; International Electrotechnical Commission (IEC) 61400; and the Manual on Uniform Traffic Control Devices (MUTCD). This position requires strong interpersonal skills to interact with both public applicants and their consultants as well as staff members from different State agencies that may participate in project reviews and the implementation of mitigation actions. Preferred candidates should have prior experience in stormwater management, storm drains, grading, erosion, and sediment control design, profiles, utility installation design or review, construction estimating, design or review of foundation systems, and transportation engineering (including access road drafting and/or design, preparation or review of traffic and route evaluation studies, development or analyses of maintenance and protection of traffic plans, coordination of or familiarity with oversize/overweight and special hauling permitting, and coordination of or familiarity with the Federal Aviation Administration (FAA) Notice of Proposed Construction or Alteration process (FAA 7460-1) and FAA Advisory Circulars related to wind turbine construction). Candidates should have adequate working knowledge of Autodesk AutoCAD® and Geographic Information Systems (GIS) (preferably esri ArcGIS). Candidate should have excellent writing, data management and presentation skills; project/contract management experience.

Preference will be given to candidates that have experience in siting of major infrastructure, transmission, and/or generation projects under the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act, Public Service Law (PSL) Article VII, and/or PSL Article 10.

Duties Description The Assistant Program Manager (Civil Engineering) will perform analyses on proposed design drawings, details, construction and site preparation methodology, utility routing, estimates, transportation reports, and other engineering information regarding the siting and development of major renewable energy facilities. The incumbent will be assisting in strategic and program planning as well as other staff involved in the implementation of the new siting process.

Specific duties include:

• Assist in managing the workflow and day-to-day operation, including:
o Coordinate ORES staff review of multiple siting applications;
o Coordinate the development of permits for renewable projects;
o Monitor application review timelines and progress ensuring that statutory deadlines are met;
o Conduct field investigations and work to resolve applications, permits and field issues with developers and other stakeholders;
o Communicate with applicants and senior staff to ensure applications are proceeding efficiently.
• Appear for and on behalf of ORES in administrative and legal proceedings, provide expert testimony, and represent ORES in adjudicatory proceedings;
• Perform review of permit applications for consistency with existing site conditions, engineering standards, zoning, and land development and constructability requirements and restrictions municipal laws, regulations, and other provisions as applicable to the site proposed for development to host a major renewable energy facility;
• Review design drawings and other engineering related material, regarding feasibility verification and identification and analyses of environmental impacts associated with construction of major electric generating facilities;
• Advise as to project consistency with engineering codes, guidelines, and practices related to proposed design and installation methods related to the construction and operation of major renewable facilities and any associated ancillary facilities;
• Identify impracticable or unfounded proposed project details or construction methods and acceptable levels of impact based on proposed engineering designs;
• Recommend avoidance, minimization, and mitigation measures through alternative construction methods, practices, or sensible re-location to preclude significant adverse effects on natural or cultural features or public safety;
• Identify appropriateness of waiver of applicable local provisions of zoning and development/constructability laws and regulations that would potentially be unreasonably restrictive to siting, construction, or operation if applied to the proposed major electric generation facility;
• Develop and present permit conditions, administrative proceedings, briefs, comments, draft findings;
• Provide public presentations and provide testimony as required in support of the ORES’ permit process.

Additional Comments ORES will be instrumental in helping New York State meet the Climate Leadership and Community Protection Act (CLCPA) policy goals, the most ambitious climate legislation in the United States. The office will be responsible for implementing and executing a new streamlined permitting process for renewable energy projects in New York State greater than 25 MW, and any projects 20 MW and above that opt into the siting process administered by ORES. The process has been streamlined within this new office to decrease the time from application to approval for construction to a maximum of one year.
