Minimum Qualifications Preferred Qualifications
Bachelor degree or higher in Electrical Engineering with emphasis on Electric Power Systems, or the related fields; with minimum three years experience in utility scale renewable energy generation projects interconnection and transmission system. Candidates should demonstrate expert knowledge of electric facility design; construction and inspection; electric system safety and reliability standards development and compliance; and maintenance project and program review. Candidates should have prior experience with NYISO process for interconnection studies and associated with system effects review and facility design.
Preference will be given to candidates that have experience in siting of major infrastructure, transmission, and/or generation projects under the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act, Public Service Law (PSL) Article VII, and/or PSL Article 10.
Duties Description The Assistant Program Manager (Power Systems Electrical Engineering) will review and analyze major renewable energy facilities and associated transmission facilities for compliance with regulations dealing with siting, construction, operations and maintenance of such facilities. Work function includes power system simulation studies, determination of feasibility for proposed renewable energy facility and transmission interconnection to ensure the reliability and economic operation of the bulk power system. The incumbent will be assisting in strategic and program planning as well as other staff involved in the implementation of the new siting process.
Specific duties include:
• Assist in managing the workflow and day-to-day operation, including:
o Coordinate ORES staff review of multiple siting applications;
o Coordinate the development of permits for renewable projects;
o Monitor application review timelines and progress ensuring that statutory deadlines are met;
o Conduct field investigations and work to resolve applications, permits and field issues with developers and other stakeholders;
o Communicate with applicants and senior staff to ensure applications are proceeding efficiently.
• Perform complex power system engineering studies and interconnection impact assessment for electric collections, and transmission systems, major renewable energy facilities to determine the transmission system limitations (thermal, voltage, short-circuit, and stability), operating capability and performing transmission planning analysis and analyze potential operating limitations.
• Appear for and on behalf of ORES in administrative and legal proceedings, provide expert testimony, and represent ORES in adjudicatory proceedings;
• Work closely with Acoustics Staff in order to conduct appropriate environmental analysis of proposed siting and operation of renewable energy projects, and examines issues and impacts pertaining to noise, vibration, electro-magnetic fields (EMF) and other epidemiological matters related to the siting and operation of energy projects;
• Initiate and maintain communication with local, state and federal agencies and officials, and interconnection utilities;
• Contribute to/develop standards and procedures for permitting, construction, operation and maintenance of electric generation and associated electric transmission projects;
• Develop and present permit conditions, administrative proceedings, briefs, comments, draft findings;
• Supervise staff, including development of work plans and performance evaluations, oversight of project assignments and workload management, individualized trainings and professional development and coordination with office management to ensure efficient and effective implementation.
Additional Comments ORES will be instrumental in helping New York State meet the Climate Leadership and Community Protection Act (CLCPA) policy goals, the most ambitious climate legislation in the United States. The office will be responsible for implementing and executing a new streamlined permitting process for renewable energy projects in New York State greater than 25 MW, and any projects 20 MW and above that opt into the siting process administered by ORES. The process has been streamlined within this new office to decrease the time from application to approval for construction to a maximum of one year.
