Minimum Qualifications Candidates should have substantial experience working in, or interacting with, government agencies in an environmental/regulatory context, including prior experience involving the siting of major transmission and/or generation projects under the State Environmental Quality Review Act, Public Service Law (PSL) Article VII and/or PSL Article 10. Candidates should have experience in clean energy siting, experience managing technical staff, and strong oral and written communication skills. Candidates should possess a bachelor’s degree in an applicable field and at least six years of relevant experience, or a comparable combination of education and/or experience. Absent a relevant degree, candidates should have at least 10 years of applicable experience. Preference will be given to candidates that have experience in New York’s electric industry and/or renewable energy.

Duties Description The Program Manager will provide direct support to the Executive Deputy Director of the Office of Renewable Energy Siting (ORES) and will handle and supervise a portfolio of permit applications on behalf of ORES consisting of the review of "major renewable energy facility" applications for determining completeness with ORES policies and regulations, drafting and publishing permits for comment, participating in public adjudicatory and non-adjudicatory hearings, and drafting written summary of public comments and assessing comments received on applications. As a new office and function in a highly technical and emerging field, the Program Manager will be engaged in activities with a high complexity. The Program Manager may supervise other technical staff and assist in processing and analyzing permit applications. The Program Manager may represent ORES in judicial proceedings of laws and regulations governing operations, with unprecedented legal and regulatory responsibilities. The Program Manager will be contributing to the development of rules, regulations, procedures and a set of uniform standards and conditions for the siting, design, construction and operation of each type of major renewable energy facility; engaging in outreach and public education and training of new ORES staff.

Specific duties include:

• Maintain proficiency in knowledge of applicable ORES laws, procedures, policies, and rules, perform research and apply analysis to complex technical and policy issues, and promote the mission, policies, and strategic objectives of ORES.
• Lead the development of policies and procedures to implement the direction of the assigned area of responsibility.
• Manage the workflow and day-to-day operation, including:
• Coordinate ORES staff review of multiple permit applications for completeness determination;
• Coordinate the development of permits;
• Monitor application review timelines and progress making sure statutory deadlines are met;
• Conduct field investigations and work to resolve applications, permits and field issues with developers and other stakeholders;
• Communicate with applicants and senior staff to ensure applications are proceeding efficiently.
• Supervise staff, including development of work plans and performance evaluations, oversight of project assignments and workload management, individualized trainings and professional development, and coordination with office management to ensure efficient and effective.
• Develop rules, regulations, procedures and a set of uniform standards and conditions for the siting, design, construction and operation of each type of major renewable energy facility.
• Develop training and education program for new ORES staff.
• Oversee the work of consultants, engineers and other technical contractors, including writing statements of work, budgeting and invoicing.
• Lead discussions with other state and federal agencies, developers, and stakeholders on siting issues and procedures.
• Explain ORES policies and objectives to representatives of stakeholders, and, upon request, make oral presentations or moderate panels at conferences and public forums.
• Represent views of ORES at meetings, discussions, and negotiations.
• Appear for and on behalf of ORES in administrative and legal proceedings, provide leadership on team, assist in preparation of direct testimony, provide coaching for witnesses (testimony and cross-examination), and represent ORES in adjudicatory proceedings.
• Assist or personally prepare and present administrative proceedings, briefs, comments, draft findings, permits, or decisions.
• Collect fees for services rendered by ORES, and review claims and approve payments.

Additional Comments ORES will be instrumental in helping New York State meet the Climate Leadership and Community Protection Act (CLCPA) policy goals, the most ambitious climate legislation in the United States. The office will be responsible for implementing and executing a new streamlined permitting process for renewable energy projects in New York State greater than 25 MW, and any projects 20 MW and above that opt into the siting process administered by ORES. The process has been streamlined within this new office to decrease the time from application to approval for construction to a maximum of one year.
