Duties Description
This position serves as the Regional Manager of the Division’s Rochester Regional Office. The Regional Manager is responsible for directing the licensing and regulatory oversight activities for approximately 1,500 child care programs in the Rochester Region. This includes, but is not limited to: managing the assignment of caseloads, facilitating the processing of applications and issuance of licenses/registrations, management of licensing fieldwork and inspections, initiation and oversight of enforcement actions, management of complaints and the criminal history evaluation/safety assessment process, and the provision of technical assistance to the child care provider community and the public at large. This position is responsible for the direct supervision and oversight of approximately 25 professional staff and 3 support staff. The Regional Manager is responsible for understanding and conveying all applicable statutes, regulations, and policy directives to subordinate staff. The Manager is expected to professionally represent the Division when dealing with internal and external stakeholders.
The Regional Manager is also responsible for ensuring the continuity of daily operations, which includes, but is not limited to: dealing with any physical plant issues, vehicle issues, and personnel issues, as well as ensuring adequate staff coverage in both the office and the field. The manager is responsible for Business Continuity Planning and is responsible for communicating any operational issues with Home Office.
The Rochester Regional Manager is also tasked with the oversight of four registration offices and is responsible for managing the contracts that OCFS has with these offices. This includes managing the quarterly case review process to determine contract compliance and providing technical assistance and direction to the registration offices on a regular basis.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
