Minimum Qualifications 1. Four years of experience performing engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical or sanitary engineering technology; environmental technology; or as a surveyor or drafter;
OR
2. Graduation for high school (or possession of a high school equivalency diploma issued by a recognized education authority or a USAFI GED diploma high school level) AND one year of the experience described in option 1 above;
OR
3. Graduation from a high school technical education program in technical aeronautics, technical architectural drafting and building construction; technical chemistry, industrial chemistry, technical electricity/electronics, technical mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems or computer circuitry;
OR
4. Eighteen college semester credit hours in any combination of the following courses: engineering; such as civil, chemical, electrical, mechanical, aeronautical, and/or sanitary; public health; environmental and/or engineering technology; drafting; mathematics; surveying; computer science, environmental science; and/or the natural and physical sciences.
YOU MUST SUBMIT A LIST OF QUALIFYING COURSES WITH YOUR APPLICATION. Include the course title, number of semester credit hours per course, name of college or university and date (or expected date) of completion. Applications submitted without a list of relevant courses will be disapproved.

Duties Description 1. Regulatory Notification Maintenance:
a. Review and maintain exemption notifications from the regulated community. This task may require updating and data inputs, as well as maintenance of the notification database.
b. Review and maintain the required notifications and reports required by commercial and non-commercial analytical laboratories conducting treatability studies of hazardous waste samples.
2. Compliance and Enforcement case tracking:
a. Work with existing compliance and enforcement staff to collect, assess and enter enforcement case referrals, consent orders and penalty payments.
b. Prepare and present enforcement related information to management or the regulated public as requested.
c. Maintain the excel based internal compliance tracking system.
d. Work with existing staff to enter data into the USEPA RCRA Info database and run required reports from this system for routine program reporting requirements.
3. Maintain the Excel based inspection report generation program:
a. Work within Excel to create needed scripting, coding or database functions to support changes required to regulatory compliance checklists for the hazardous waste inspection program.
b. Work with existing staff to maintain existing Microsoft Word-based compliance inspection forms and to create new forms needed to conform with regulatory changes.
4. Outreach and Support Functions for the Hazardous Waste Program:
a. Create public outreach documents to support the hazardous waste program including program-based publications.
b. Organize training webinars, training sessions, or public meeting sessions for training or either regional hazardous waste program staff or public hearing sessions associated with regulatory updates.
5. Rulemaking:
a. Research and prepare background information on EPA Rules that DEC is considering adopting. The task may include putting information into laymen’s terms and determining if and where there were current examples of use of the technology. Present findings as needed in meetings and webinars
b. Assist in development and updating of rulemaking documents and webpages.
c. Assist with logistics of schedule and holding presentations following the meeting, update webinar slides based on the feedback received to clarify confusing topics
6. Outreach: Assist with scheduling and coordinating web conferences, including reserving room and equipment, and inviting participants, sending out the agenda, and reminding participants, as well as handling day-of-webinar logistics.

Must a have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required.

This is a part-time, seasonal position through 3/31/2022. Program needs and/or funding will determine the actual termination date of the position which may be prior to the date indicated here. Actual work schedule, duties and travel requirements may vary and will be discussed at interview.
