Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 4; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as an Agency Emergency Management Coordinator or a Disaster Preparedness Program Representative 3 and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description Duties will include, but not be limited to the following:
• Manage and implement policy for the operation of statewide preparedness, training, and disaster response programs in collaboration with other managers and executive staff.
• Independently manage and serve as the lead senior field representative in assigned county regions of New York State providing guidance and resources that support development and improvement of emergency management programs liaison, on behalf of the DHSES Commissioner and executive leadership to high-level local and county leaders as well as the liaison for all DHSES program areas to the Governor’s Office and State during both steady-state meetings and disaster and emergency response operations.
• Represent the State at senior federal, state and local intergovernmental meetings.
• Plan, develop, and implement strategic plans and operations in preparation or response to natural disasters (e.g., Hurricanes Irene, Lee, and Sandy).
• Research and evaluate data and information on planning for the agency.
• Analyze, review, and maintain all applicable statutes and regulations pertaining to crisis management and makes recommendations on the impact to operations.
• Coordinate state emergency response plans, incident management, statewide systems to ensure counties are engaged and meteorological awareness.
• Develop, revise, and maintain alert and notification procedures for agency officials and emergency response personnel.
• Respond through the public information office to requests for information from various sources.
• Supervise disaster response and operations activities.
• Write the daily and emergency activation policies, procedures, checklists and contingency plans for operations.
• Supervise the collection, evaluation and dissemination of tactical information regarding emergency and non-emergency situations.
• Liaise with internal and external sources, including multiple state agencies, regional staff, and local governments to collect incident information.
• Analyze and review information, and supervises the presentation of the data for executive, field staff, and multiple agency situational reporting that includes conference calls, internal meetings, and briefings.
• Supervise emergency and non-emergency information updates to the statewide incident management system.
• Perform the full range of staff supervisory responsibilities (e.g., performance reviews, time and attendance, and employee development).
• Coordinate state resources for emergency management.
• Travel will be required as needed.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
