Duties Description Reporting to the Contract Management Specialist 4 (Director) in the Bureau of Contract Management, oversight responsibilities for the CMS 3 in the Non-Profit (NP) Contracts Unit will include but is not limited to:

• Reviews, approves and signs OTDA contracts within the NP portfolio including leases, training documents, & grant contracts. Directs and oversees the submission of procurement documents to the Office of the State Comptroller for final review and approval. Maximizes MWBE participation and utilization in OTDA contracts. Authorizes and approves all Not-For-Profit (NFP) solicitations for posting to the Grants Gateway and the OTDA website, manages and controls the posting of all OTDA procurements to the OTDA website;

• Monitors the development and management of high-value complex NFP contracts, Leases, RFPs and other related legal and financial documents. Resolves all contract and payment issues using NY State Finance Law, Office of the State Comptroller’s (OSC) procurement guidance, federal guidelines, as well as sound judgment and strong working knowledge of agency programs;

• Works to manage and ensure contract compliance with NY State Finance Law, the Prompt Contracting Law, and the OSC Guide to Financial Operations. Works to resolve the more complex and difficult complaints and conflicts regarding contract execution, development, amendments, and fiscal costs reports. Provides guidance to Program areas on NFP procurement & contracting concerns;

• Answers questions from OTDA executive management and the Governor’s Office related to NFP contracts/contracting. Develops and maintains an appropriate relationship with OTDA executive management and program staff and other state agencies to facilitate the contract and procurement processes and ensures all control and regulatory requirements are met;

• Attends NFP-related governance meetings such as Grants Gateway meetings, Governor’s NFP Contracting Advisory Committee, as well as, meetings with Executive Chamber to provide comment on and participate in discussions and make recommendations based on Statewide & OTDA needs, and NFP contracts experience;

• Oversees the development and maintenance of systems to monitor all various program and OTDA contracts for compliance with contract terms and conditions, federal and state laws, rules, regulations and payment criteria. Establishes and maintains processes to ensure that the contracts process is effective and efficient as possible within the constraints of external influences;

• Acts as liaison between OTDA and NYS HHAC (Homeless Housing and Assistance Corporation) regarding all contracting, procurement, project management activities, manages OTDA staff assigned to work with the HHAC;

• Performs a full range of supervisory duties including hiring, training, assigning and monitoring work as well as evaluating staff. Supervise staff in carrying out the functions and responsibilities of the unit with particular attention to staff development and training on NFP procurements & contracting procedures and guidelines; and,

• Provides timely and complete responses to both internal and external audits and attends audit meetings. Reviews and comments on proposed legislation and Freedom of Information Law (FOIL) requests. Assists with approvals of agency administrative documents such as BCM-001 and B-1184 approval documents related to NFP contracts and leases.
