To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 25 (M-1) or higher.
Duties Description Under the general direction of the Director of Management Services, the Assistant Director (Operations Support Manager 2) assists in establishing policy and procedures and is responsible for planning, direction, and oversight for eight distinct units, comprised of approximately 40 staff performing comprehensive support services for OSC. In this capacity, the incumbent will:
· Determine work priorities; establish work schedules; initiate, oversee, and review the preparation of management information reports; and take necessary follow-up action to ensure deadlines are met;
· Assist the Director in the planning, development, implementation, and evaluation of bureau policies and procedures;
· Monitor activities, service levels, customer satisfaction, and measure performance and continuously improve operations.
· Oversee the provision of business process improvement assistance to business units throughout OSC, including documenting current policies and procedures to assist work processing and for internal control purposes, efficiencies and effectives, in addition to recommending changes to processes as necessary.
· Provide leadership and oversight for all space reconfigurations and staff relocation projects at 110 State Street and all Albany-area facilities, including 90 State Street, 200 Jordan Road, 365 Jordan Road, Riverview Center and other OSC office locations throughout NYS. Requires travel to all off sites from Hauppauge to Buffalo to oversee space projects.
· Provide oversight to the OSC Health and Safety/Workplace Violence Committee by ensuring
meeting guidelines and protocols are followed, engagement by all attendees including union representatives and ensuring proper handling and follow-through on all items brought before the committee.
· Works directly with the Director and Personnel Liaison for the Bureau, to ensure strategic plans in regards to personnel matters are implemented, liaise with Office of Human Resources’ staff, and two other bureaus within the Division, on staff hiring, probations/traineeships, succession planning, evaluations; inform bureau staff of any personnel issues that arise; and
· Coordinate the daily administrative activities necessary for the operation of the Bureau, including coordinating personnel matters such as evaluations, overtime requests, including:
- Assist the Director in developing management plans to measure the operational productivity of the Bureau and to identify strengths and weakness in existing procedures; assist in the development and implementation of new and improved procedures;
- Oversee the activities of subordinate staff to ensure that policies, procedures, and standards are applied consistently, and that management and administrative practices of the operational sections are handled in accordance with established policies; and
- Identify and oversee coordination of the Bureau’s training activities, ensuring that necessary training is identified and available and coordinate employee nomination to ensure requisite knowledge, skills and abilities are achieved for Division succession planning, knowledge transfer and cross training.
