Minimum Qualifications Minimum Qualifications:
A bachelor’s degree in Computer Science, Mathematics, or a closely related field and
4 years supervisory experience in Information Technology, two of which must be at the managerial level, including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization
Or
An associate degree in Computer Science, Mathematics, or a closely related field and
6 years of experience in Information Technology, two of which must be at the managerial level, including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization
Preferred Qualifications:
- Experience with project management; Network design and concepts; Virtual infrastructure and storage management, as well as Infrastructure Security
- Excellent organizational skills

Duties Description The Assistant Manager of IT-Technical Services will assist in the administration and the day-to-day functions of the IT -Technical Services department of NYSTRS. This encompasses all departmental functions including, but not limited to, budgeting, personnel planning, review/approval of technological strategies, supervision of daily operations, business continuity planning and customer service.
The Assistant Manager of IT- Technical Services will be responsible for, but not limited to, the following duties:
• Assist the Manager of ITTS with providing strategic direction for the IT- Technical Services department
• Assist with the preparation and approval of the departmental budget
• Provide technical advice, guidance, direction and authorization for IT projects and procedures
• Responsible for developing, implementing and enforcing IT policies, standards, procedures and methodologies
• Ensure technical infrastructure is available and performing adequately to service members and staff as agreed upon by user departments
• Assess IT- Technical Services staff resources to meet business department strategic objectives
• Responsible for ensuring staff training and development are accommodated
• Oversee all staff related HR issues
• Actively participate in enterprise project review/advisory committees
• Review and approve contracts and purchase agreements
• Help to maintain the organization’s effectiveness and efficiency by defining, delivering and supporting strategic plans for implementing information technologies
• Interact with all departments to be aware of departmental/organization needs and find technologies to meet those needs
• Work closely with the ISO to ensure timely and successful delivery on security related projects

New appointees to Manager/Executive Plan positions must serve a one-year review period. If you are currently employed by NYSTRS in a Confidential or Negotiating Unit position, you will be granted leave without pay from your current position while you are serving the review period. Upon successful completion of the review period, the hold on your current position will be discontinued and you will no longer have any rights under Civil Service.
