Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 1 or appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Sections 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidate may be required to serve a 2 year traineeship that leads to a journey level grade 18 position.

70.1 Transfer:

To be eligible for a 70.1 transfer, a candidate must have one year of permanent competitive service in a 70.1 qualifying title.

52.6 Transfer:

To be eligible for a 52.6 transfer, a candidate must have one year of permanent competitive service in a 52.6 qualifying title.

70.4 Transfer:

One year of permanent competitive service in a position allocated to a SG-11 or higher, possess a Bachelor's Degree from a regionally accredited college or university or one recognized by the New York State Education Department as following acceptable educational practices and have standing on the PATT or Professional Career Opportunities (PCO) eligible lists.

Duties Description · Provide business analysis support for the Unclaimed Funds Processing System (UFPS) and associated programs.

· Elicit and document technical and functional requirements for UFPS applications and communicate to technical staff;

· document “as is” and “to be” system procedures, enhancements, and programs;

· prepare use cases, business requirements documents, flowcharts, process models, and test plans;

· develop training materials and present to end users;

· conduct and participate in knowledge transfer “projects” with unit staff;

· meet and collaborate with business unit partners, consultants, and IT teams to develop system change requirements;

· work with technical staff to ensure proper software integration and application functionality (e.g. tax reporting software, FileNet 5.5 migration);

· participate in system security audits, business continuity planning, and disaster recovery tasks;

· update and maintain OUF’s disaster recovery plan; and

· Serve as OUF SFS liaison (user access rights and batch interactions with UFPS).

· Analysis and ongoing support of OUFIT re-engineering activities and/or new initiatives.

· Active participation with the OUF System Modernization project including developing and reviewing detail design documents, analyzing the impact to all of OUF’s applications, and working with project staff to alleviate issues;

· participate in analysis, design, testing, implementing, and supporting UFPS replacements and upgrades;

· serve as a primary tester for OUF’s self-service online claiming applications and new Solution being implemented to replace UFPS;

· analyze federal regulations and produce tax files accordingly;

· create data files for monthly TIN matching reconciliation process; and

· Participate in organizational change management activities.
