CURRENT STATE EMPLOYEE MINIMUM QUALIFICATIONS:
current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Senior Accountant; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 12 and above and eligible for transfer under 70.1 or 70.4 of the Civil Service Law. *

Please note, all transfer candidates must possess 24 credit hours in accounting and/or auditing.

*Successful completion of two-year traineeship leads to appointment as a Senior Accountant, SG-18.

Please note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Duties Description
• Oversee the processing of vouchers associated with Federal and State funded programs;
• Respond to inquiries from control agencies and grantees, as appropriate;
• Process, track, and report on vouchers; assist with special reports as necessary;
• Assign/schedule work related to voucher processing, and review completed work for accuracy;
• Act as liaison with agency Contract Unit to resolve voucher processing issues;
• Proficient with Oracle, SFS, and E-Grants database systems;
• Assist with budget and cost center setups in both Oracle and SFS systems;
• Process refunds of appropriations;
• Prepare reports, analyze and track expenditures and payments of Federal and State funds for use by Federal agencies (FEMA, IG), State agencies (DOB, OSC), and agency personnel;
• Assist with Agency audits;
• Other duties as assigned;
• Supervision is required.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
