Minimum Qualifications Open to New York State Employees only:
Candidates must have at least one year of permanent competitive or 55 b/c service as an Associate Director HR 2 (Institution) and eligible for lateral transfer;

OR

be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55 b/c service in a qualifying title.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Associate Director Human Resources 2 (Institution) at Hutchings Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Associate Director Human Resources 2 (Institution) position consists of candidates who have one year of permanent service as Associate Director Human Resources 1 (Institution) or Director, Institution Human Resources Management 1, Associate Director of Human Resources 1 or Assistant Director of Personnel B, Human Resources Specialist 3 (Labor Relations) or Agency Labor Relations Representative 2, Human Resources Specialist 2 or Associate Personnel Administrator, or Human Resources Specialist 2 (Labor Relations) or Agency Labor Relations Representative 1.

Duties Description An Associate Director HR 2 (Institution) serves as a key member of a facility's management team in formulating the overall personnel, labor relations, and staff development policy and is responsible for implementing such policy and directing all activities in these functional areas. In this capacity, an incumbent provides policy direction to subordinates working in each of the functional areas of responsibility to ensure the agency recruits, develops, and maintains a competent workforce of adequate size to achieve its goals and objectives.

If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
