Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a qualifying title allocated to grade 16 or higher.
To be eligible for transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree; and have standing on the Professional Careers Opportunities (PCO) list or the Public Administration Traineeship Transition (PATT) list.
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a title that has been deemed transferable by the Department of Civil Service.
55B/C eligible candidates with a bachelor’s degree.
Duties Description Under the direction of the Project Assistant (G-23), the Business Systems Analyst 1 or Trainee will participate in the delivery and implementation of the enterprise Human Capital Management system; participate in the delivery, implementation and maintenance of the Personal History File system; promote business analysis maturity; and provide technical support and customer service. The primary responsibilities include, but are not limited to:
· Participate in the delivery and implementation of the enterprise Human Capital Management system
Work with project staff, consultants, end users, and others to elicit and document the current human resources processes and/or functions; assist in the development of test scenarios and test plans; perform testing as needed; assist in the development of business procedures, instructional documentation, and training materials for end users. Provide end user support and training; assist with the development of presentations of system functionality, assist with tracking and maintaining requirements traceability matrix; assist with change management activities related to the project; and assist with maintaining the framework for capturing, documenting and transferring business knowledge.
· Participate in the delivery, implementation, and maintenance of the Personal History File system

· Promote business analysis maturity
Assist in establishing and maintaining business analysis methodologies; the development of consistent approaches and best practices for business analysis; promote the use of business analysis and business process improvement; participate in business analysis training activities; continue professional development through attendance at meetings, professional seminars and webinars; and assist with a variety of administrative and system support tasks.
· Technical Support & Customer Service
Perform data clean-up, develop reports, and provide exported data for customers, run queries, elicit, document, and validate requirement for new processes; create and monitor ServiceNow tickets, and prepare written communication.
