Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-Cmty N&Hhs, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-Cmty N&Hhs under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).

Provisional Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six (6) years of public health, community health, or other nursing experience in an appropriate facility setting. Three (3) years of this experience must have been providing direct patient care and three (3) years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.

Preferred Qualification: The preferred candidate will have strong interpersonal, written and verbal communication, observation and interviewing skills. The preferred candidate would be self-motivated, able to provide and receive direction, and effectively participate on an interdisciplinary management team.

Duties Description The Consultant Nurse will serve as a Adult Home supervisor to plan and implement survey scheduling; provide direction/guidance to survey teams regarding
the survey process; supervise designated program staff; oversee and perform quality assurance/improvement activities; review Statements of Deficiencies (SODs) and Plans of Correction (POCs) to assure the documents are prepared in accordance with state and federal performance standards; identify staff training needs; and provide appropriate interpretation and application of federal and state regulations and statutes to inquiring providers. Additionally, the Consultant Nurse may function as the Assistant Program Director.

Additional Comments Permanent, full-time (transfer) or provisional pending exam. Occasional travel may be required; including travel to some areas that may not be served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
