Minimum Qualifications Candidates must have one year of permanent competitive or non-competitive 55b/c service as an Associate Attorney and interested in transfer OR have one year of permanent competitive or non-competitive 55b/c service in a title eligible for transfer under Sections 70.1 or 52.6 of the Civil Service Law.

Duties Description The Associate Attorney will be assigned to the specialty areas of with the Office of Counsel. The incumbent will provide legal assistance, advisement, policy recommendations, and support to the Commissioner, Executive Team, and senior agency administrators. The incumbent will be responsible for the full range of legal activity including legislation, bill drafting, formulating and enacting regulations, and will be involved in major federal and state interagency initiatives relative to these essential areas. They will interpret pertinent laws; provide skilled legal analysis; prepare convincing legal support of desired actions; provide legal consultation and prepare drafts of proposed legislation; review agency programs and suggest necessary changes; and negotiate policymaking decisions that are expected to have a major impact on OASAS programs. They will analyze state and federal laws and prepare legal responses; confer with administrators and outside federal and state agency parties to mediate, negotiate or settle legal issues and represents the agency in matters before the State Legislature on behalf of the Commissioner.
