Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Internal Reassignment: Candidates must be current Office of Mental Health employees with permanent or contingent-permanent service as a Mental Health Program Specialist 2 and interested in reassignment.
OR
Transfer: Candidates must be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.
Preferred Qualifications: Lean Six Sigma certification or training (e.g. Black, Green, or Empire Belt) and experience leading project teams during process improvement activities.
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate for the position of Mental Health Program Specialist 2, Grade 23, to work within the Bureau of Quality Assurance, Lean Six Sigma Unit.
The duties of the Mental Health Program Specialist 2 include, but are not limited to, the following:
• Facilitate process improvement activities including Kaizen Events, Value Stream Mapping sessions, Root Cause Analysis/Problem Solving & 5S events.
• Coordinate with LSS Unit staff and Empire belts-in-training during all project phases and provide as-needed guidance and coaching.
• Track data related to LSS Unit performance metrics and prepare status reports related to project activity.
• Provides Lean training to OMH Empire Belts-In-Training.
• Facilitate process improvement activities including Kaizen Events, Value Stream Mapping sessions, Root Cause Analysis/Problem Solving & 5S events.
• Work with OMH staff to revise policies and procedures resulting from solutions identified during Lean projects.
• Create LSS related guidance documents, job-aids and training materials.
• Participate in the planning & development of initiatives to promote continuous process improvement at OMH.
• Coordinates with the NYS Lean Office regarding Empire Belt Boot Camp registrations and tracks Belt progress toward certification.

Appointment to this position is contingent upon Division of Budget approval to fill.
