Minimum Qualifications Candidates must have permanent status as a Human Resources Specialist 1 (Labor Relations), Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Human Resources Specialist 1 (Labor Relations) title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Human Resources Specialist Trainee 1 or 2 (Labor Relations)).
Duties Description • Advise staff in the application of contract provisions, policies, guidelines and applicable laws concerning discipline, grievance procedures and attendance and leave matters.
• Conduct investigations, write investigative summaries, and prepare Notices of Discipline.
• Represent the agency at grievance, time and attendance and disciplinary hearings, and prepare written responses on behalf of the agency as appropriate.
• Interview employees and supervisors to resolve grievances.
• Make recommendations to managers regarding counseling and progressive discipline.
• Participate in statewide Labor/Management Committee meetings.
• Confer with the Governor's Office of Employee Relations and other control agencies as needed.
• Occasional travel is required.
• Other duties and special projects as assigned.
Additional Comments For trainees: 2-year traineeship. Starting salary ~ grade 13, $46,117. After one year advance to HR Spec Tr 2 ~ grade 14 (currently $48,857). After successful completion of traineeship advance to grade 18 (currently $57,880).
