Minimum Qualifications To be eligible for provisional appointment, candidates must either be a qualified employee of New York State and have had three months of permanent competitive, non-competitive or 55-b/55-c service as follows: Public Buildings Manager 2, Chief Janitor, Maintenance Supervisor 2 (Building), Maintenance Supervisor 3, Maintenance Supervisor 4, Plant Utilities Engineer 3, Plant Utilities Engineer 4, Plant Superintendent C, or Regional Park Maintenance Supervisor.

OR, must meet one of the following open competitive qualifications:

Either 1. six years of experience managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet that MUST include direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. In addition, at least two of the six years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters and other skilled trades persons. You MUST include the square footage with your application and clearly state duties performed. Failure to do so will result in the disapproval of your application;

Or 2. an associate's degree in architecture, architectural technology, construction management, construction technology, engineering, engineering technology, facilities management, business, business administration, or public administration AND four years of experience managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. Duties Description The Public Buildings Manager 3 will supervise subordinate staff, contract workers, vendors, and consultants, in support of building operations, maintenance, assigned parking, and security.

Duties include but are not limited to:
•Oversee building contracts and vendors, location maintenance, security guards and building operations.
•Coordinate and direct agency COVID-19 activities, such as location fit up, PPE inventory and distribution, disinfecting and cleaning as needed and staff moves for social distancing.
•Oversee facility issues in leased and owned locations.
•Coordinate NYSIF's participation in Buildsmart 2025 Executive energy initiatives and other ExecutiveOrders related to building operations, including recycling, reduction in waste and carbon neutrality.
•Direct building related procedures for the agency.
•Develop staffing plans and oversee training programs, devise health and safety measures for employees, oversee workplace violence prevention programs.
•Oversee service to building tenants, record storage, and fleet management.
•Direct the preparation of capital expense requests.
•Responsible for life/safety, access control, and responding to alarms and building emergencies as needed.
