Duties Description This new Children and Family Services Program Manager 4 will work with the Program Manager 3 to implement new budget initiatives in the Subsidy Program. This includes implementation activities that include: funding allocation methodologies, outreach to impacted parties, statutory or regulatory revisions and reporting.
This item will have oversight of the Division’s Child Care Subsidy Program and will have direct supervision of the Children and Family Services Program Manager 3 who manages the Subsidy Program. Among other things, the Subsidy Program allocates funding to 58 Local Districts. This unit is also responsible for the oversight of approximately 12,000 legally-exempt child care providers and the contracted legally-exempt enrollment agents that monitor them.
In addition, this CFSPM 4 will have oversight of the Division’s Contract Units, which include Advantage After School, Empire State After School and Child Care Quality contracts. The CFSPM 4 will directly supervise the CFSPM 1 who manages the contract units.
Additional responsibilities of this position will include, but are not limited to:
- The overall management of the Home Office Subsidy and Contract areas. This includes over 30 staff ranging from SG-18 to SG-29.
- Serving as the Program point person in any new or continuing procurements needed throughout the Division
- Representing the Division at a wide range of internal and external agency meetings as assigned
- Directing and/or undertaking special projects or “liaison” activities. These projects or activities include acting as liaison for human resources matters and directing new contract and subsidy initiatives.
- Acting as the Division liaison with other OCFS Divisions including the Bureau of Budget Management, Bureau of Contract Management, and the Bureau of Financial Operations.

Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
