Minimum Qualifications MINIMUM QUALIFICATIONS:
Possession of a license and current registration to practice medicine in New York State and six years of post-licensure medical practice experience, two years of which must have been in an administrative or supervisory capacity.
PREFERRED QUALIFICATIONS:
-Current certification by the American Board of Medical Specialties in a primary care (Pediatrics, Internal Medicine, Family Medicine or Psychiatry) specialty;
-At least three years of direct clinical practice in settings that provided care for patients with developmental disabilities or chronic illnesses;
-Strong specialty clinical/medical background (training and/or experience) with ability to successfully communicate in a complex environment;
-Demonstrated understanding of the principles of supervision and training. Strong interpersonal, organizational, leadership, and communication skills, both written and oral ability to communicate (clearly) complex messages at all levels of the organization (organizational agility). Public speaking ability and facility required;
-Demonstrated team player and ability to execute independently;
-Ability to proactively initiate, mobilize internal resources, prioritize, and drive to results with a high emphasis on continuous quality improvement.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Under the direction of the Executive Deputy Commissioner, the Medical Director will plan, organize, direct, and consult on medical services within the Office for People With Developmental Disabilities (OPWDD). As a member of the OPWDD Executive Leadership Team, the Medical Director will assist in the formulation of overall agency policy, and provide key leadership for expertise and direction on policies related to medical service access and care equity and quality for individuals with developmental/intellectual disabilities. In this leadership role, the Medical Director will be frequently called upon to represent OPWDD with various public and private sector entities as well as with families and individuals.

Executive management positions at OPWDD involve shared leadership, collaboration and responsibility across all administrative areas and require partnership with other OPWDD divisions in agency-wide projects, activities, and initiatives. The Medical Director will play a key role in this collaborative effort by integrating medical expertise and leadership to these collaborative efforts. The Medical Director position is characterized by the performance of policymaking and policy-influencing activities and serves at the pleasure of the Commissioner.

Duties will include, but are not limited to the following:

• Spearhead agency efforts to improve health equity for individuals with intellectual and developmental disabilities;
• Lead the development and implementation of agency programs, policies, procedures and rules and regulations related to medical care;
• Review and evaluate existing programs and formulate and implement specific recommendations to improve the health outcomes for individuals;
• Serve as a consultant to the Commissioner, Executive Deputy Commissioner, OPWDD staff, and relevant committees; as an expert in medical services and intellectual/developmental disability care, and participate in various committees as requested;
• Serve as a consultant to the agency stakeholders in matters relating to medical services;
• Consult with state-operated and nonprofit-operated programs regarding admissions, transfers, discharges, and other individual care issues;
• Serve as a consultant to agency staff regarding end-of-life decision making;
• Lead OPWDD's mortality review committee.

Additionally, the incumbent will be expected to provide medical/clinical services directly to individuals by maintaining a limited service caseload at a local OPWDD service site (service location to be determined prior to hiring).
