Minimum Qualifications MINIMUM QUALIFICATIONS:

A bachelor’s degree* and four years of specialized experience** described below
OR
an associate degree* and six years of specialized experience** described below
OR
eight years of specialized work experience** described below.

*Degree must be awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

**The specialized experience must have been where your duties involved work utilizing the following skills:

• Budgeting, or contract development/implementation, or review and approval of invoices for payment.
• At least one year of experience supervising others
• Experience working with Microsoft Excel.

Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.

Duties Description STANDARD DUTIES:

• Supervision and Training of Grade 18 Contract Managers, Grade 23 supervisors and other staff as directed. Supervision includes:
o Process leave requests and approve time sheets;
o Deliver and/or secure training ensuring that staff are aware of protocols and processes including state and federal contracting rules, and Department and Unit policies and protocols;
o Administer and complete staff performance evaluations with a strong focus on ongoing professional development;
o Assess staff competencies and address ongoing training needs when needed;
o Review staff contracts, modification, vouchers for quality assurance. Correct when needed and provide staff with feedback for ongoing improvement;
o Assist staff with understanding/applying cost allocation methodologies and time and effort;
o Assist with the determination of allowable and unallowable costs;
o Review staff reports for accuracy and timeliness;
o Communicate priorities, updates, process changes, etc. to staff answering questions and ensuring understanding;
o Communicate staff training needs and policy concerns to Unit leadership.
• Serve on Request for Proposal (RFP) work groups and support the development of RFPs;
• Track outcomes of specific programs such as OSH, T&E, or Displaced Homemakers:
o Assist Contracts Unit Director with tracking performance outcomes of specific programs. Ensure outcome information is provided by funded contractors.
• Complete the Prequalification Review of applicants;
• Assist contract managers with Prequalification Review and answering questions if needed;
• Develop complex State grant contracts and modifications according to policies and procedures;
• Review and approve payment of complex contract vouchers;
• Assist in the development of protocols and policies to ensure efficiency and effectiveness.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
