70.4 Transfer:

Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.

Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.

Duties Description · Manages nine annual operational fiscal events. Evaluates alterations from previous iterations and facilitates changes to bureaus business processes to coincide with new SFS/CIO technical processes. Aligns agency guidance to appropriately instruct each OOO bureau on how to process transactions impacted by each event.

· Analyzes and updates project plans from previous cycles to reflect current processes

· Creates and maintains communication plans for each event

· Initiates all event meetings and takes and distributes meeting minutes

· Coordinates all OOO communications related to events including: updating, creating, and getting stakeholder approval of changes made to the agency calendar, the GFO and related advisories.

· Liaises with SFS project managers to keep stakeholders informed about changes and updates.

· Handles inquiries from agency customers impacted by events

· Maintains risk/issue log to use for analysis to improve future events

· Creates and maintains procedures associated with all events

· Studies, analyzes and evaluates the communications processes utilized in the Office of Operations; Develops recommendations for the improvement of communication-including the content and vehicles used; Updates and executes improvements to communication processes and procedures based on findings and leadership approvals

· Analyzes current means of communications and number of people reached and suggests new and improved methods (content or vehicle) for reaching staff

· Acts as OOO administrator for several OOO-wide MS Teams

· Analyzes, manages and improves content and bureau participation (to ensure equitable bureau representation) in shared OOO MS Teams

· Writes, reviews and edits internal and external communications as requested

· Creates/designs/updates surveys that may be used internally throughout OOO and for external customers as well via SurveyMonkey

· Represents OOO for the OSC Mentoring Program and Employee Development Week

· Becomes proficient in Microsoft Teams, Microsoft Live Events, WebEx Meetings and WebEx Events functionality and appropriately assists OOO on best uses of different platforms for different types of presentations

· Analyzes, evaluates and suggests improvements to the training program processes of the Office of Operations; gathers data regarding the trainings completed by OOO staff; develops recommendations for the improvement of training programs, opportunities and learning management systems; executes improvements to training processes and procedures based on findings and leadership approvals

· Tracks, analyzes and reports training data for CPE tracking individual Office of Operations staff and issues Certificates of Completion as necessary

· Enrolls/registers OOO and Agency staff for training as requested

· Identifies non-compliant individuals and follows up with each to increase mandatory training compliance across OOO

· Documents internal training opportunities and disseminates to OOO staff

· Analyzes various team administrative procedures to identify ways to increase efficiency

· Researches, analyzes and recommends LinkedIn Learning courses to meet individual and OOO training needs
