Minimum Qualifications • Eight years of combined professional experience in the following: Portfolio, Program, or Project Management on large multi-stakeholder projects; vendor management, developing and delivering reports to senior executives, committees or boards on either public policy analysis or issues, project governance or delivery, research findings or task force reports, or audit findings; or Public policy, policy analysis, development, research and/or communication of complex policy-related issues to a broad range of stakeholders with at least two years of this experience at a managerial level.
• A bachelor’s degree and six years of experience combined professional experience in the following: portfolio, program, or project management, on a large multi stakeholder projects; Vendor management; developing and delivering reports to senior executives, committees, or boards in either public policy analysis or issues, project governance or delivery, research findings or task force reports, or audit findings, or public policy, policy analysis, development, research and/or communication of complex policy-related issues to a broad range of stakeholders with at least two years of this experience at a managerial level. A master’s degree may substitute as an additional year of experience.

Preferred Qualifications:
• Experience working in New York State/New York City government;
• Knowledge of health and human services policies and programs in New York State/New York City government;
• Ability to work with multiple agency stakeholders that may have common as well as unique agency or program-specific business needs and requirements;
• Creativity, as demonstrated by the ability to look at difficult problems and come up with innovative solutions;
• Excellent written and verbal communication skills;
• Proficient in Microsoft Office Suite.

Duties Description Under the direction of the IES Operations Deputy Director, the IES Governance Lead will play a critical role to support the work of the IES Program Office, Executive Steering Committee and IES Stakeholders. The IES Governance Lead is responsible for overseeing project compliance with federal and state policies, rules, and regulations, developing and delivering reports to IES governance bodies, tracking state and federal policy and legislative issues related to IES, and facilitating decision making. Duties include, but are not limited to, the following:
• Manage and coordinate independent verification and validation (IV & V) contract on IES;
• Manage IES procurements and contracts (as needed). Facilitate the IES procurement process including but not limited to, all aspects of RFP development, internal NYS review and approval, external federal review and approval, and evaluation plans. Manage all aspects of IES contracts as needed, including but not limited to, contract approval, task/ deliverable tracking, invoice review and approval, and spend tracking;
• Manage and oversee IES activities for state and federal policy and legislative tracking, analysis, and compliance;
• Develop and implement strategies and processes for overall facilitation of IES Executive Steering Committee (ESC) meetings and communication;
• Ensure IES ESC and other related decision-making entities receive critical information, which is complete, accurate and timely to enable appropriate management decision making;
• Manage development of policy-related work products and ensure IES work products conform with state and federal requirements including, but not limited to policies, procedures, laws and regulations;
• Liaise with IES leads and program teams to provide support, technical assistance and strategic planning;
• Present findings and recommendations to IES leadership, IES ESC, and other stakeholders regarding recommended changes to improve operating practices, accountability or transparency;
• Perform the full range of supervisory responsibilities.
