Minimum Qualifications Interested candidates must be reachable on the appropriate Civil Service eligible list or currently an employee of New York State eligible to transfer under Section 70.1 or 70.4 of the Civil Service Law.

• When determining eligibility for transfer, Human Resource Management will confirm trainee level. Depending on qualifications, candidates may be required to serve a 2-year traineeship that leads to the journey level, grade 18 position.

To be eligible for a 70.1 transfer to a Senior Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree and 24 credit hours in accounting/auditing courses.

To be eligible for a 70.1 transfer to an Accountant Trainee, NS, a candidate must:
Have one year of permanent, competitive service in a qualifying title, a bachelor’s degree including 24 credit hours in accounting and/or auditing courses.

Transfer via 70.4

To be eligible for a 70.4 transfer to the Senior Accountant, SG-18, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 16 or higher AND meet the open competitive minimum qualifications of the position AND must be reachable on the appropriate Civil Service eligible list.

To be eligible for a 70.4 transfer to an Accountant Trainee, NS, a candidate must:
Have one year of permanent, competitive service in a position allocated to a grade 12 or higher AND meet the open competitive minimum qualifications of the position AND must be reachable on the appropriate Civil Service eligible list.

Duties Description Under the general direction of the Principal Accountant in the Lottery Accounting Office, the incumbent will be responsible for, but not limited to the following:

• Create and enter accurate journal entries based on supporting documentation.
• Assist the Associate Investment Officer and the Principal Accountant in the preparation and review of monthly financial statements.
• Conduct daily banking activities of the Lottery by managing daily cash deposits and incoming/outgoing funds transfers.
• Review daily reporting of federal, state, and city tax withholding from player prizes and ensure timely remittance of withholdings to the appropriate governmental agencies.
• Prepare revenue and reserve projection reports as required by management for internal and external reporting.
• Review the weekly funds settlement with Lottery’s contractor ensuring all commissions and fees are correct and make the appropriate transfers to the Lottery cash accounts at the Office of the State Comptroller.
• Reconcile daily Lottery subscription purchases to funds received. This includes comparing the daily remittance file received from the credit card processor to reports from the subscription system.
• Prepare payments to prize winners, annuitants, and tax entities timely and accurately.
• Maintain organized records and ensure supporting documentation is sufficient for all payments and journal entries.

• Team player with the ability to maintain good working relationships with coworkers and outside parties.
• Intermediate or advanced knowledge of Word and Excel.
