Minimum Qualifications Permanent status as a Contract Management Specialist 2, G-23 and interested in a transfer, OR reachable for permanent appointment on the current Civil Service eligible list for Contract Management Specialist 2, G-23, OR eligible to transfer via Sections 70.1 or 52.6 of the Civil Service Law.

Duties Description The incumbent will work within the Contracts and Procurements unit under the direction of a Contract Management Specialist 3. The duties of these positions will include, but are not limited to, the following:
• Coordinate and assist in the development of Agency Requests for Proposals (RFP), Requests for Applications (RFA), Single/Sole Source and other types of solicitations and associated contracts. This will include preparing bid specifications, ensuring the inclusion of all required clauses and requirements, advertising in the Contract Reporter, responding to inquiries, reviewing bid submissions, and verifying responsiveness and responsibility of bidders.
• Compile related procurement forms, evaluation summary documents, award recommendations, procurement record packages and development and execution of contracts, execution of State Aid Funding Agreements, and execution of related amendments as they occur.
• Responsible for the administration of over 120 current grant contracts, including coordinating contract execution and securing signatory approval from vendors and control agencies and processing associated amendment to these grant contracts, ensuring compliance with applicable regulations, including Prompt Contracting Law requirements.
• Evaluate the responsibility of the contractors prior to contract award by conducting and/or coordinating vendor responsibility and Grants Gateway prequalification certifications.
• Ensure that grant contracts are established in the Statewide Financial System and associated purchase orders are created to allow for prompt payment of contract funding.
• Develop and update contract materials, reports and instructions, and policies and procedures for use by grant-funded programs.
• Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations.
• Supervision of Aid to Localities contracting staff.
• Other relevant duties and special projects, as assigned.
