Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a bachelor’s degree and two years of experience in procurement and/or contracting. A master’s degree may substitute for one year of qualifying experience.
PREFERRED QUALIFICATIONS:
Preference may be given to candidate who possess experience with NYS procurement and contracting laws and guidelines.
Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for a Project Assistant position in the Contract Administration Unit. Under the supervision of a Contract Management Specialist 2 and the oversight of the Director of the Contract Administration Unit, the Project Assistant will assist with procuring and contracting for Emergency Assistance to Non-Public Schools (EANS) program services and assistance, including improvements to ventilation systems, such as window and air purification system repairs. Duties of this position include, but are not limited to, the following:
• Work with program office staff within the Department to develop and release requests for proposals and other types of solicitations to procure services and assistance under EANS;
• Review evaluation instruments, single and sole source requests, and other procurement instruments, to ensure that procurement documents and processes meet legal, regulatory, and other requirements;
• Prepare contracts and assist with various aspects of contract processing;
• Serve as a Department liaison on procurement and contract matters with other State agencies, as needed;
• Provide advice and assistance to Department program managers with focus in the areas of compliance with procurement laws, regulations, and policies;
• Review contract documentation to determine level of compliance with Minority and Women-Owned Business Enterprise requirements and assist contractors and grantees in achieving compliance; and
• Perform other projects and assignments, as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. * Leads to a maximum salary of $71,980 based on annual performance advances.
